Raine knows about her, and knows what she's capable of, and is far too well-known a personage in the city for China to risk targetting her or her brother without calling down the wrath of everyone else, Skulduggery especially. As long as I'm the easiest target, she'll come for me, because she won't risk her overall standing for something as petty as a fifty-year-old slight.
Besides, I rather think you've just added yourself to her rather short list of vengeance. That'll distract her somewhat.
